Meant to say more about depth. Here in North Carolina, some userids have
permissions at branch depth, others at system, and others at consortium.
I've been tripped up by having the wrong depth in the past! Then again, if
Jason's right about the bug, the depth won't matter.

Jennifer, if you check the User Permission Editor for the login user, is
COPY_STATUS_LONG_OVERDUE.override checked? And if so, at what depth?
Perhaps the login userid doesn't have quite enough permission to get the
job done.
