I don't imagine that anyone's using it -- debian/ is only useful for
building .deb packages, and if anyone's doing that based on the
tarball rather than on the Debian-distributed contents of debian/ they
would be better served by pulling the Debian package (and its
up-to-date debian/ directory) anyway.
If you'd like to put a note in README, I would say something like this:
"The debian/ directory has been removed from the distributed
tarball; the Debian project still distributes packages for open-iscsi
with an up-to-date debian/ directory. If you would like to build
Debian packages for open-iscsi, you can find a Debianized open-iscsi
package at http://packages.debian.org/open-iscsi ."
