Update: I gave up on trying to bring the volume online and simply used
voldump and vos restore. Had thought there would be complications
using a last resort tool but there were none that I could see. The
volume is completely restored with intact ACLs.

That appears to get rid of the underlying issue, but you still may have
some truncated files after running with that, so you may want to salvage
recently used volumes (or just salvage the whole server).

I also have no idea what is writing to root.cell and triggering those
releases. I know it's being updated based on vos examine output. How

Shortly after the weekly scheduled fileserver restart, things blew up in
a big way. My RW root.cell was inaccessible in the end. No kernel
messages indicating filesystem or disk problems underneath. I force-fscked
the vice partition (ext4) and no problems were found. Any speculation
on what

Interestingly, the gnome-panel also freezes when the AFS mount hangs
despite not (according to lsof or fuser) having any files open in /afs
as far as I can tell. I wonder if this issue is tied into
inotify/dnotify somehow.

changeloc/remsite/addsite/release on all the affected volumes, then fs
setserverprefs the bogus ip to 64000 and fs flushv on all the clients,
but I think it's all good now unless there's a hidden gotcha I missed
