Thank, Steglich i decide not to set the directory for the dataexchange and
let it to created locally at the /usr/local/openca924/var/tmp. And yes it
can create the archive successfully but a new problem come up. It can not
test the archive and may I know y?

directory (see config.xml), should be writeable by apache-user

maybe you can't not access to /dev/fd0
you can use the "/tmp/ca/XX.tar" instead of "/dev/fd0"
change the owner to the apache user for the /tmpca/XX.tar
