I crawled through the github admin menus trying to find what might be blocking you ... I did not find it. In the past, we've had many gsoc summer students contributing to the project, and they were able to make pull requests, without our having to do anything special to allow them in. Everything in the opencog project is open, and there are not supposed to be any restrictions to collaborating ... anyone should be able to create a pull request.
