When using meta-rust layer for rust below
do_package_qa error in librsvg is observed
Fix the below error:
ERROR: librsvg-2.52.10-r0 do_package_qa: QA Issue: File /usr/bin/rsvg-convert
in package rsvg doesn't have GNU_HASH (didn't pass LDFLAGS?) File

were found, failing task.
