We've tracked this down to a change in releng/builder [0]. Please recheck
jobs once the restored openflowplugin-merge jobs are complete.

problem in vtn/manager with the same message as the one I've raised for
openflowplugin: Can't install feature ... Jar is not a bundle, no
Bundle-SymbolicNam. Hm
