JavaFX does not use exclusive full-screen mode. It simulates full screen by using an undecorated window that is exactly the size of the screen. This means that pop-ups, such as those used by ComboBox and content menus, will continue to work (they use separate windows). -- Kevin On 9/19/2018

While this is not meant to be legal advice... The purpose of the Classpath exception to GPL v2 [1], both for the JDK itself and for JavaFX, is to allow applications to use it without requiring that the application itself be licensed under GPL nor requiring that the source for the application
