Below are the definitive steps to reproduce the issue.
* Bringup four nodes in the cluster with SC-1 as active controller
* Issue two switchovers.
* Perform lock operation on one of payload say PL-4
* Perform unlock operation on locked payload
* Restart opensafd on the payload
* Perform failover
Traces of clmd,amfd and immnd on both controllers,with syslog of all nodes are
attached
