Based on pr-load information the active IMMD descides form which IMMND the loading should start. with #79 the assignment of standby role is delayed until amfd initialization. The standby IMMND is not considered as a controller IMMND and the preload information is not sent to standby IMMND. solution: Send the preload information to all IMMNDs.
