just use -f as suggested.
this is a bug and there is an answer to that question posted already in this
forum. just look a few posts below on subject "how to move the os to anther

Based on two concurrent views on this topic I've done simple test in VirtualBox
and indeed it seems, whole disk means EFI and while attempting to attach EFI
drive to form the mirror with rpool, zpool complained about unability to do so
