Is _WINDLL (or OPENSSL_OPT_WINDLL) supposed to
be set by apps when linking to the OpenSSL import libs?
Or is it enough to simply link with the imports libs? The
docs didn't mention these flags.
BTW. The following test programs fails to link with the dynamic
