As you probably know VMS has a different DIFF output than UNIX diff and
is not able to produce patch output.

As redesign and create the make files for the VMS build is a bigger
task,
I suggested earlier making a design together and splitting the tasks.
I am very interested in VMS build - to be independent from HP SSL
releases.
