I know that enough is there to avoid the legal issues in implementing
it yourself. Indeed you need no RSA license to use the Dartcom
product.

Its not clear what this tool is though.  It appears to be simply the 
ability to create a socket and then negotiate SSLv2 or SSLv3 over it
using the SSL implementation built into Windows.  It does not appear
to be an SSL implementation which is built using the Crypto libraries
incorporated in the base OS.

These are two very different things.  I do not think enough of the
crypto library is exported to allow its use in arbitrary protocols or
other implementations of SSL/TLS.
