The vote closes today with 6 +1's, 0 -1's and one not voted.

In other words, the 1.1.1 pre3 (beta1) release is pushed to Tuesday,
March 20th, and the dates following are to be adjusted accordingly.

because the release would have to wait for the result of the vote.
  
We didn't plan well enough, and we didn't give ourselves enough time to 
re-evaluate. That is, deciding to ship the schedule should have happened at 
least seven days before the next release.  I think those are the key things we 
need to take away from this, not an attempt to change the voting process.

Well, the condition for this vote is a bit extraordinary as well.  I

Basically, it's a catch 22 that noone thought of...

As explained by Rich on the OMC list, we can't have that. I assume
it's a 1 week vote. But the vote can be closed earlier.
