I tried rebooting the instance got the below error
nova reboot instance_id
ERROR: Cannot 'reboot' while instance is in vm_state building (HTTP
409) (Request-ID: req-f83dab03-9db0-4cec )
what could be issue ?

i have created an instance of flavor 'tiny' , when i ran 'virsh list'
command it shows a
empty table all below
virsh list

any help on this ?

be exist at
/var/log/nova/nova-network.log, look into it and check if any exception
there.
if nothing there, you may run 'nova-network' as nova user, and check the
output on shell.

because you should add sudo before virsh list, like
'sudo virsh list'.

Hello,
The output of 'nova-manage service list'command
/nova/nova-*.log,
And from nova show instance_id get the hypervisor hostname and check
the hypervisor compute-log too.
Hope, this will give some info to start troubleshoot.
