I recently updated and published the documentation of Kwapi:

As Simon said, Kwapi aims at monitoring physical machines, with wattmeters.
It is not aware of the VMs running on physical hosts, neither of their resource usage (% CPU).
Kwapi doesn't depend of OpenStack components, except the API plugin which is able to check Keystone tokens.

However, your idea is really interesting and I will be happy if this feature could be implemented in Kwapi.

So I suggest to create a new plugin (or adapt the API plugin).
Every x seconds, for each known host, it will get the resource usage of each running VM.
The probes names will have to be configured properly, so that the probes names = the Nova hostnames.
Each measurement will be split into multiple measurements, one for each VM.

Francois will confirm or infirm but as I understand, there has been no short-term plan for kwapi to monitor the energy consumption of the VM.
