You should read Ceilometer Project [1] and try it into DevStack directly in
editing localrc before to run devstack and add :
enable_service ceilometer-acompute,ceilometer-acentral, ceilometer-collector

openvswitch agent is not automatically assigning the vlans to the tap
interfaces of my new instances. If I restart the agent, it fixes the problem.
