I faced the simillar issue, but it was hitting node timeout in my case, it
started working fine after increasing node_timeout value in my case.
Have you tried with increased conn_timeout value in proxy-server.conf?

Since it was required for zone communications, the plan at the summit was to
roll it into Nova under the ./contrib directory (and keep it lock-step with
trunk). We could still push it to PyPi as needed.
Is this no longer the case?
