Hi, i've detected a performance issue by accessing an floating ip in a different openstack network (same tenant). example: i have one tenant with two internal networks. each network has its own vrouter which is connectet to the extnet. the physical network infrastructure is 10Gbit/s.

after upgrade openstack newton -> ocata i cannot create snapshots of my instances. if i try to create a snapshot of a instance horizon get this error: "Error: Unable to create snapshot." create a snapshot of a cinder volume  via openstackcli is working.  nova.log
