The Fuel plugin wiki states that a test report is required for plugin
certification and that it must be created according to the template, but
doesn't mention where the template can be found. Is anyone able to tell me?

If fuel plugin code is checked into a stackforge repository (as suggested in
the fuel plugin wiki https://wiki.openstack.org/wiki/Fuel/Plugins#Repo), who
owns that code? Is there a contributor license agreement to sign? (For example,
contributors to OpenStack would sign this
