Yes, Glance can be used to manage ISO file and this can be configured to shared
by multiple instances as is.
But as far as I know, this ISO image cannot be used to boot an instance.

Can you tell me if in your "/etc/sysconfig/iptables" you have any other rules
that DROP or REJECT packages?

I have deployed openstack dev environment using devstack.
Upon creating an instance, instance comes up but unable to take any keyboard
