isn't "go look at the code"! That won't work for
end-users, who are looking to use Congress but not decipher the
meaning/importance of specific fields from the code.

Yes, tempest can be run outside devstack deployments. Please check
reference to the nova example above in the docs. I've looked thru the code for
neutron actions but can't find anywhere that a complete set of supported
actions is described, or the syntax for invoking them in an execute rule.
Any pointers to where I should look (ev
but I don't want to waste time if this is not
designed to be used outside devstack environments.
