Does this mean that any version of Heat/Horizon would only be able to
support either the old or new Neutron API, or is there some way to allow
a version of Heat/Horizon to support both?

taking a subnet ID (instead an endpoint group is create that contains the

Have I missed something? This seems like exceedingly dangerous
behaviour. I've already seen two instances of this from my users.
