Kilo is closed to everything but critical bugs at this point.
Going forward, this change probably counts as a new feature and is
forbidden as a backport to Kilo too. So Liberty is the earliest
opportunity.

Trevor, yup, that's correct.
Adding new plugin version support is the new feature and there is no way to
backport it to stable/kilo branch (Kilo release).

Currently Cloudera has already release CDH5.4.0 version. I have already
registered a bp and submitted two patches for it
(https://blueprints.launchpad.net/sahara/+spec/cdh-5-4-support) . However, they
are for master stream, and Cloudera hope it can be added to the latest release
