It looks to me this schedule as a service is not a service, and it more like an 
function with some changeable parameters. It needs many nova and cinder 
functions done first.

And for the DRS feature, I think it's more likely to be fit in nova conductor's 
role. After all the migration task have been moved to conductor, then some 
feature like DRS could be discussed as the next step.
