As stated elsewhere they aren't really unit tests, they're just
"tests". Those tests which rely on external services are being moved
to another directory:


It's used for the scenario tests on different db backend. Will be moved into 
functional test though. https://review.openstack.org/#/c/160827/


Once that split is complete there will be a directory for "unit" and
directory for "functional" and it will be possible to run just the
unit tests.

Please use setup-test-env-mongodb.sh instead. See tox.ini for details.
