We need to land this and backport it to be able to deploy on routed
ctlplane network:
https://review.openstack.org/537830

Unfortunately we where unable to land it earlier due to package promotion
issues.

Every bugfix or FFU/upgrade related patch can be backported to any stable
branch, so no big deal :)

Hi!

A reminder that https://review.openstack.org/534842 is quite important, as it 
will enable upgrade to hardware types from classic drivers. The latter will be 
removed in one of the future releases. As it applies to online_data_migrations 
it will not be run after you upgrade to Queens without this patch.
