FYI. We are going to disable Multi-node mode on UI even in experimental
mode. And we will remove related code from nailgun in 7.0.

Tomasz, multi-node mode is a legacy non-HA mode with only 1
controller. Currently, our so-called HA mode support deployment with 1
controller, so it makes no sense to support both modes.

There is several ways to achieve noop task:

1. By condition on task itself (same expression parser that is used for UI
validation).
Right now we are able to add condtion like, cluster:mode != multinode,
but the problem is additional complexity to support different chains of
tasks, and additional refactoring in library.
2. Skip particular task in deployment API call

As for plugins and add/stubout/change - all of this is possible, there is
no plugins API for that stuff,
and we will need to think what exactly we want to expose, but from granular
deployment perspective
it is just a matter of changing data for particular task in graph

I think it's worth to track as a normal feature with formal fuel-specs, as
it touches too many things (docs and a number of tests). Should be short
spec though.

 (running CentOS 3 HA controllers and same with Ubuntu).


 The primary reason that we haven't disabled single yet is was due to [0]
 where we where having problems adding additional controllers. With the
 changes to galera and rabbit clustering it appears that we ended up fixing
 it already.

 The remaining issues are:
 1) Ensuring we have good test coverage for the cases we expect to support
 [1]
 2) Removing simple mode from the ui and tests
 3) Removing simple mode support from nailgun (maybe we leave it) and cli
 4) Updating documentation
