It's not needed for 2.6 either - unit test 2 includes a more up to date
discover implementation.

 The server projects dropped python 2.6 support in kilo, but the libraries
 still run py26 jobs for compat still.  So while it's probably OK to remove
 discover as a test dependency for the server projects, I'd only remove it
 for libraries if they are no longer supporting python  2.7.
