There is already an out-of-tree L3 plugin, and as part of the plugin
decomposition work, I'm planning to use this as the base for the new
ODL driver in Kilo. Before you file specs and BPs, we should talk a
bit more.

+1. In the ODL case you would just want a completely separate L3 plugin.
