Hi Vladimir,
This change is reasonable because the fuel-upgrade repository is not
supported since the 8.0 release due to the fact that upgrade activities
were consolidated in the fuel-octane repository. Also, as I know upgrade
tarballs are no longer supported for the old releases (less or equal 7.
This patch [1] is a part of project retirement procedure [2]. Review is
welcome.

Dear colleagues,
Please be informed that fuel-upgrade [1] repository is going to be
deprecated. We used to develop Fuel admin node upgrade scenarios in this
repo, but now all upgrade related stuff is in fuel-octane [2] repo. So,
fuel-upgrade is to be removed from the list of official Fuel repos [3
