Currently, I'm working on the bug[1], and this is my patch[2] for that.
But there's a small issue I'm not very sure about the workaround.

The AZ will be valided to ensure its existence according to my patch,
whether or not the user specify a force host. However, if force_host
doesn't belong to the AZ, AvailabilityZoneFilter will fail. but the
problem still exists if AvailabilityZoneFilter is not configed.

So, should the force_host validation be needed, toghether with the AZ
validation? or we just let it go and wait for the filter failure?
