This week at the TC meeting someone (Anne?) pointed out that the
name of the etherpad with the list of community-wide goals wasn't
ideal ("ocata-tc-goals" includes the cycle name and the "tc" component
gives the impression that these are goals of the "TC" rather than
that the pad was used by the TC for notes about goals).

I've created a new etherpad at
https://etherpad.openstack.org/p/community-goals to replace the old one,
and copied the old content over.

The goals there are listed in the order that someone added them to
the original list, and the order should not be taken to imply any
sort of prioritization or preference.

At this point the set of goals for Ocata is closed, but the other items
may come up for discussion at the summit to be considered for Pike.
