The Global Request ID effort made some good progress this week https://review.openstack.org/#/c/464746/ (and was merged last night).
The new TL;DR - we're going to pass around a value that is strongly validated to req-$uuid. It's stored in a different field in oslo.context (global_request_id). If you don't want to trust it, just don't log that field.
