[openstack-dev] [congress][requirements] Requirements proposal job fails

The requirements proposal job fails syncing to congress with this error:
'PuLP' is not in global-requirements.txt

congress team, please resolve this. Options include getting this into 
global-requirements or removing it from your project.

It was just removed from global requirements, because it was not used.
That's clearly wrong. So let's refer that and add it back.

I think it would be nice if someone were to cook up a patch to the
functional tests (integration.sh) to make sure that we are still able
to sync to that project without errors.
