How are trying to do it? Creating a port with static ip:
$ neutron port-create --fixed-ip
subnet_id=subnet_id,ip_address=10.0.0.100 net_id
and then deploy a vm with this port, should work:
$ nova boot --flavor 1 --image image_id --nic port-id=created_port_id
test_vm
Please note that this is an usage question and this is the development
