Thanks for reporting this issue. This is caused due to a recent code
change, that shows up only during manual install. Please open a bug. Fix is
fairly straightforward.

I tried installing manually following the guide you shared. I didnot face
any problem and the server started fine. Could you please share your
tacker.conf file and tacker.log file?

I downloaded the code from the master branch and installed Tacker manual by
the document[1]. I met an error when I started the tacker-server by "python
/usr/bin/tacker-server --config-file /etc/tacker/tacker.conf
--log-file /var/log/tacker/tacker.log".
