[openstack-dev] [tc] [all] documenting appointed PTLs
We've had several appointed PTLs this cycle, in some cases because people forgot to nominate themselves, in other cases because existing maintainers have been pulled away and volunteers stepped up. Thanks to those people who did. We haven't had a formal process for documenting those appointments and there's been some confusion on who and where it should all happen. I've proposed a plan at https://review.openstack.org/#/c/590790/ that may not yet be perfect, but gives a starting point on which to accrete a reasonable solution. If you have opinions on the matter, please leave something on the review.
