This one is very suspicious for a last minute merge. Also, no nova
cores, neither nova-stable-maint cores commented on the backport.
Without it, there is no way it will be merged at all. Please reach
nova folks on the matter.

are effecting a lot of operators (any who perform live migration) in Juno
Request stable/juno freeze exception to get these two added.
