[openstack-dev] Help required to install devstack with GBP

Hi Experts,

I have been trying to install devstack with gbp as per the instruction given in 
the  GitHub https://github.com/openstack/group-based-policy
This I am running on Ubuntu 16.x as well as 14.x but both the attempts were not 
successful.
It fails stating "neutron is not started"

Can you please help me with this issue to get pass ?
