I don't think that change impacts any of the jobs that are failing. The
plugin jobs are new job names, and non voting.

I suspect it was this change, or related to this change somehow:

Since that's the only global ceph related change I can find in the last 
24 hours. Otherwise it could be a regression in Tempest, but there was 
nothing obvious I could find there.


The librados/librbd package versions in the test failure run were from 
September, so it doesn't appear to be a dependent package version update 
failure.
