As a quick fix to this problem, edit this file devstack/lib/keystone +170
in this function
function configure_keystone {
edit this line with adding sudo
sudo cp -p $KEYSTONE_DIR/etc/keystone.conf.sample $KEYSTONE_CONF

Host table works fine, and is enabled now. You should be able to pull the
latest commit and use it for appropriate policies.
