All the packages are available in the Build Service:
http://en.opensuse.org/Build_Service

Literally everyone can branch a package there and get it build the way
you want. For instance, you could simply disable the patch and build
your own package there.

Again, I encourage you to join opensuse-cl...@opensuse.org for further
discussion on this (see http://en.opensuse.org/Portal:OpenStack for
details). We have several options from there: disable this patch, fix it
(if it was badly backported) or add another required backport.
