I've been chipping away at what it would take to upgrade our Fedora CI
jobs to Fedora 21. The motivation was primarily that Fedora 21 has more
recent packages which would simplify some of the package requirements in
Delorean. Besides this Fedora 21 has been out for months now so we
really should be using it already...

Here is what I've found so far:

The Job is almost working (after cherrypicking all the above fixes)
except for the fact that there is an open qemu-img bug that is exposed
by our Cinder Glance image conversion code. See here for details

We can either fix this bug... or patch Cinder to avoid it (perhaps by
using -t writeback... thanks eharney for help with this!).
