There was no rocky release, so I don't really see any reason to create
the branch. There isn't anything to maintain.

Dear release team,

One thing comes up in my mind when preparing for the stein-1 release of
Searchlight that is what should we do with the missing releases (i.e.
Rocky)? Can I just ignore it or do I have to create a branch for it?
