The ACLs are maintained in the openstack-infra/project-config
repository. You need to propose a change to the ACL file at:

gerrit/acls/openstack/networking-onos.config

For more information on how to create and maintain projects, you can
read the Infra manual at:

https://docs.openstack.org/infra/manual/creators.html

While it's geared towards creating NEW projects, the guide can be
helpful at pointing to the right files and processes.

I tried to add netwokring-onos-core group to "Create Reference” permission 
using the gerrit UI, and it is registered as a new gerrit review.
But, it seems that it is not a right process, according to the gerrit history 
of the similar issues.
Can you please let me know how to change the project ACL?

Ihar raises a valid issue. In the spirit of preventing this request from
falling through the cracks, I reached out to Clark Boylan in the infra IRC
channel (
http://eavesdrop.openstack.org/irclogs/%23openstack-infra/%23openstack-infra.2018-04-25.log.html#t2018-04-25T15:46:41).
We decided to contact Vikram directly in the email account he has
registered in Gerrit. I just sent him a message, copying Clark and Sangho.
If he responds, Sangho can coordinate with him. If he doesn't after a week
or two, then we can switch to Sangho, who is a member of the ONOS core team.

be involved in its matters. If gerrit ACLs say otherwise, you should

Are you talking about the github project or the gerrit project?
Github is a read-only mirror of the project from gerrit.

You appear to already be a member of networking-onos-core [1] so you
have permissions to approve and reject changes.
