makes sense to have an explicit API as well as a from_config(cfg) method
when someone would create the config object and then pass it around, or is
it more of a YAGNI?

Doh! It's called not using windows enough.
The os.rename() it appears throws an error on windows if the target file
exists.
We need to catch that and remove the file, then retry, or remove the old
file first.

someone mentioned on the repo mailing list that you can even exclude
branches from the requirement.

Thanks for the nomination Jim, I'm enjoying working on JJB immensely and
hope that I can continue to contribute in a way that others
in the yaml into separate files, which can then be included
by the yaml loading in JJB in a transparent manner.
This in turn makes it much easier to separate code (scripts) from
configuration (yaml) and subsequently test your scripts directly.
