slate-dev.openstack.org is not upgraded yet.
I suspect its the JVM allocation which might need some tweak. But its best
it I can access to the 3.9.6-dev and try to replicate the error from there.

I think at the moment, its best to upgrade to 3.9.6. We can worry about 4.0
later.

Yes. 4.0 has some major backend/feature changes
But it requires Wildfly 10 (i believe openstack is running on wildfly 9)
and some configuration changes. I would happy to help out if needed :)
