Reviving an old email from the dead but I finally figured out what was
going on. I had, very stupidly, set the filestore_metadata_file options in
glance-api.conf and not only that I had set it to a directory. Commenting
out the option and hay presto, it works!

While I think it's fine to remove this from the normal setup, I think there
should be either a file or process that one could run to add these basic
flavors. I think without you will have things such as DevStack and other
beginners not being able to get up and going.
